CONFOTUR, in plain terms

CONFOTUR is the Tourism Incentive Council, created by Law 158-01 to encourage tourism projects. When a project earns CONFOTUR approval, its buyers inherit tax exemptions for the incentive period.

Approval is per project and exact benefits vary: always confirm a building's CONFOTUR status with its developer and your lawyer before reserving. Our advisors will help you verify it.

What it typically covers

  • Transfer tax

    Exemption from the real-estate transfer tax (normally 3% of the price) when buying into an approved project.

  • Annual IPI

    Exemption from the property tax (IPI, 1% per year on value above the threshold) for the incentive period.

  • Incentive period

    Benefits run for up to 15 years, depending on the project's classification.

How an off-plan payment plan works

Five steps from reservation to title.

  1. Reserve

    You hold the unit with a reservation deposit and it comes off the available inventory.

  2. Promise of sale

    You sign the promesa de venta contract fixing price, unit and payment schedule. Legal review recommended.

  3. Installments during the build

    You pay an initial amount, then installments tied to construction progress — typically monthly — until delivery.

  4. Track the progress

    Every construction milestone you see here comes from the building's own journal, dated and signed — not from a marketing PDF.

  5. Delivery and title

    With the work complete you pay the balance, receive the unit, and the title is processed in your name.
